Abstract
The reasons of crisis of the functioning system of public administration which ceased to meet the requirements of effectiveness and efficiency, and a position of foreign and domestic researchers concerning its transformation on the basis of conceptual bases of new state public management (New Public Management) are analyzed. Necessary elements of such transformation are formation of space of public communications by means of use of modern ICT, development of methodology of social and network management and tools of management of public values.

Abstract
The purposes, tasks and intrinsic characteristics of Strategy of scientific and technological development of the Russian Federation and the State program of the Russian Federation «Scientific and technological development of the Russian Federation» approved respectively in 2016 and 2019 are considered. Special attention is paid to those indicators (indicators) of the specified Program which are connected with obtaining new knowledge due to development and the support of the basic researches providing readiness of the country for big calls and timely risk assessment, caused by scientific and technological development.

Abstract
Within the methodology of optimum system change management and the analytical platform of mathematical models developed by the author for a research and optimization of interactions in the social and economic development of the territory (SEDT) the new fundamental scientific problem is put and its solution by means of an original method of complex optimum multi-stage adaptation of solidary behavior of subjects of SEDT in the target collaborations (TC) of a different format and assignment in difficult multidimensional and multilayer digital space of social and economic preferences, changes of opportunities and restrictions in life activity in the territory is proposed. Content, relevance, complexity and scientific novelty of approach, structure of interactions, character space of changes and the adaptation opportunities, the importance and interrelation social and economic the SEDT component are defined. Conditions of resonant synergy social and economic interactions and optimum control of trends are found in changes of social and economic reality in the modes online, before line, offline at the maximum accounting of past experience for determination of optimum behavior in the present and the future. Original language of the description of space of changes in SEDT in the TC, multilevel interactions and acceptance of optimal solutions in the multilayer system of preferences is used. The method open for the development and accounting existing new and the factors which are not entered yet, allows to find sources and the directions of growth in SEDT, an optimum way from possible to necessary in the conditions of sharp changes, to create new knowledge - analytical solutions outside significantly the limited training selection during creation of thin and difficult procedures of optimum control of behavior of each subject in the Central Committee. Scopes of the presented scientific approach including as analytical tool in modern digital technologies Big Data, Deep Analysis, in the systems of artificial intelligence, in the field of decision-making at management of SEDT within digital economy and program and target approach are defined.

The problem of differentiation of rates of economic development of regions of the Republic of Kazakhstan is discussed, key indicators of their social and economic development are analysed. Groups of territories on extent of diversification of economy are allocated. Abstract
The conducted research allowed to establish correlation dependence between cost efficiency of activity of economic entities and security with its all necessary components: land, fixed and working capital and skilled staff. The cognitive model for assessment of efficiency included the main descriptors (natural and cost indexes): the volume of gross output in the current prices, gross revenue and profit per 1 hectare of the agricultural land, labor productivity, output capital ratio, security with own current assets, profitability of production. For increase in efficiency of land use the solution of the problem of the landed property is proposed.

Problems of investment of means of the foreign pension funds are considered regarding trends of development of accumulative programs, subjects to investment and profitability of the pension funds. Analyzing some innovations of the Russian legislation, the author comes to conclusion about a possibility of development of investment activities of the Russian non-state pension funds and the system of provision of pensions of citizens in line with world trends.

Abstract
The problem of management of the capital and risks of credit institution rises in connection with innovations in the concept of the Basel committee on bank supervision about capital adequacy which implementation in the Russian banking sector began in 2015. Disputed issues of implementation of the concept of the Basel committee following the results of its application in 2015-2018 are considered, some approaches of the concept and a role of bank supervision are discussed. Possibilities of use of virtual plastic cards and cash disburse-ment without card in self-service devices are discussed; are considered an operations procedure when using the virtual card and advantage of their application both to banks, and to clients; need of observance by banks of the principles of ISO specified in national GOST P ISO standards 9000-2015 and GOST P ISO 9001-2015 of the Quality management system is proved (orientation to the consumer; leadership; interaction of people; process approach; improvement; decision-making, based on certificates; management of rela-tionship), including at implementation of timely transformation of the used business model.

Abstract
One of the key conditions of successful functioning of the organization is effective management in the strategic plan. Feature of management of a such type the emphasis on management of human resources as a critical factor source of economic growth is represented. Taking into account inevitable changes in the external environment which involve characteristic functional and operational adjustments in activity of the organization heads are forced to look for an optimal solution for current situation. In article the interrelation of global trends of development of the social and economic relations with the possible activities of the organization existing at the moment, the most effective of which is considered innovative activity is represented. The interdependence of innovative activity and innovative management of human resources which interpretation is specified is shown. The principles of innovative management of human resources are called, following to which gives the chance of entering of rational and timely changes into the strategy of the organization without its radical reorganization.

Abstract
Functions of higher education institution as socially responsible organization are considered, types of its social responsibility are characterized. The author considers the most effective mechanism of assessment of social responsibility monitoring of activity of the organization with creation of the corresponding ratings. Two approaches stated in the legislation for assessment of efficiency of activity of higher education institution are discussed, the indicators offered in these approaches are compared. In the conditions of lack of uniformity and integrity in techniques of assessment of higher education institutions in the Russian legislation the author sees a solution in change of the principles of formation of indicators. Relying on foreign practice (The guide to the reporting of GRI in the field of sustainable development G4 and the system of the balanced indicators of K. Robert and N. Deyvid), the author makes an attempt to create indicators for assessment of higher education institution regarding social responsibility.
