Abstract

It presents a retrospective analysis and a comprehensive assessment of the effectiveness of the Executive authorities of the Novosibirsk region. Abstract
In the course of authors methodology and a platform of verbal and mathematical models of optimal system interactions in social economical development (SED) of territories we put a new fundamental scientific problem and present it’s solution with the help of the original method of systemic two-factor operational management optimization of territorial agglo-merations (TA) it the paradigm of resonance interactions it subjects in a variety of their target collaboration (TC) of different formats and appointments on the territories TA in the complex multidimensional and multilayer digital space of social economical preferences, changes, possibilities and restrictions of live activity of TA. In this article we define a content, actuality, complexity and a scientific novelty of this approach? the structure of interactions, characteristic space of changes and possibilities of SED, the importance and the connection of economical and social component, the problems of SED of territorial agglomeration. We found the conditions of resonance synergetic interactions and the optimal management of trends in the changes of social economical realty in SED territorial agglomeration online, before-line and offline taking into account maximum of experience of the past and optimal behavior of the subjects of TA in present and future. The method use an original language of description of asynchronous nonlinear changes of TC of territorial agglomerations, multilayer interactions and of making optimal decisions in the multilayer system of preferences. Method is open for the development and takes into account present and new factors, helps to find new sources and directions of the growth of SED of territorial agglomeration and tje optimal way from possible to necessary in the conditions of non-standard changes in the social economical realty, to form new knowledge find optimal analytical decisions outwards the limited teaching sample with the creation of delicate and complicated procedures of the optimal management of adaptive behavior of the subjects of SED of territorial agglomeration. The efficiency of the use of the new knowledge about the optimal solidary behavior of subjects in TC is shown on the example. The method may be useful for researchers, developers of the models of national management and the institutions of developing in the area of digital economy in the case of SED of territorial agglomeration. Also it is helpful on the strategic social economical planning of spatial development, for optimal association and the management of territories. For developers and users of special digital technologies and the systems for SED of territorial agglomeration (Big Data, Deep Analysis, Data Driven Decision Making, the systems of artificial intelligence and automated managing systems), for educator and students of management in specified areas of life activity. For the research and the assessment of national social economical policy. And also for the specialists in the area of national and municipal management, for engineers and economists.

Abstract
The article analyzes certain banking indicators of several states in order to draw a conclusion about the level of financial stability of the state banking system as one of the most important institutional areas contributing to the development of the state economy and its financial stability. The analysis and evaluation of the main criteria of the banking systems of four states - Russian Federation (from 2012 to 2018), the Republic of Belarus (from 2011 to 2018), Ukraine (from 2012 to 2018) and the Republic of Moldova (from 2013 to 2018). The assessment was carried out according to the main criteria of financial stability recommended by the International Monetary Fund. The conclusions on the financial stability of states are formulated.

Abstract
The article discusses the most important trends in the financial sector that affect the overall financial security of the Russian Federation. The author determines the level of financial security, taking into account existing threats, opportunities, strengths and weaknesses. The main problems that negati-vely affect the level of financial security of the country are identified, and ways to solve them are proposed. The presence of a strong financial sector allows to provide stable conditi- ons for the functioning of participants in economic relations in the country.

Abstract
The modern Russian pension system is complicated to the limit. Replacing compulsory tax deductions of citizens of the country to compulsory investment contributions allows replacing the accrual of pensions with objective amounts of dividend payments. Payments to citizens dividend payments instead of charging pensions have economic grounds. Dividend payments are a part of state profit in accordance with the size of the mandatory investment contribution to the state budget by each citizen of the country. The consequences of replacing taxes with investment deposits are of a system-forming nature of the formation of new economic relations.

Abstract
Effective state investment policy contributes to the revi-talization of social and economic development of the country by raising funds in the real economy by maneuvering, first and foremost, the financial instruments. In recent years, cumulative investments in the Russian economy is characterized by positive dynamics, but on the regional level there are significant imbalances, reflected in the level of investment attractiveness of Russian regions and, as a result, the pace of their development. The investment policy of the regions formed under the influence of strategic goals and objectives forming its complex socio-economic development in view of its inherent characteristics (geographical, administrative-territorial, natural, national, resource, etc.). Considering this fact, the authors analyze the implementation of the state support of investment activity in the Novosibirsk region and, as a result of its effectiveness, are considered indicators of the investment climate in the region. The findings allowed us to formulate the problem of the investment attractiveness of the Novosibirsk Region and propose ways to resolve them.

Abstract
We analyzed tax revenue from small and medium-sized businesses to the state budget of the Kyrgyz Republic. An analysis of tax revenues in the context of the structures, it was concluded that only the improvement of the tax legislation could have a stimulating effect on the further development of small and medium-sized enterprises and the growth of the state budget. It is approved that a reduction in tax revenues contribute mainly by two factors: the reducing of economic efficiency of small and medium-sized businesses and the using of illegal methods of tax evasion.

The options for obtaining finance for startups, such as participation in regional competitions, grants, are considered. Studied regional measures to support innovation. The restrictive barriers to obtaining finance for a startup in the Samara region are identified. Options have been proposed to attract funding in the early stages of a startup in the Samara region.

Abstract
In the context of the crisis and stagnation of the Russian economy due to the low financial literacy of the population and the lack of access to borrowed financial resources, the role of microfinance institutions (MFIs) as active participants in the financial market and business structures that support and increase the solvency of the population and economic entities is increasing. At the same time, the wide development of MFI services can increase aggregate demand in the economy, stimulate the development of small innovative entrepreneurship and become an additional driver of financial and economic development of the country, which emphasizes the importance and relevance of the study of the current state, dynamics, problems and prospects of the microfinance market of the Russian Federation.

Abstract
This article presents the features of the development of the financial markets of the EAEU member countries using institutional instruments as a set of complementary corporate governance institutions. The integration of the financial markets of the EAEU countries is able to produce a synergistic effect, which can improve the effectiveness of monetary policy, the economy’s resistance to external shocks, and increase the depth and breadth of financial markets as a whole. According to expert estimates, all EAEU member countries benefit from this scenario, especially Russia and Kazakhstan as the largest EAEU economies with closer cooperation in the main sectors of the financial services market: banking, insurance and exchange. In such situation, the role of corporate governance institutions is especially important.

Abstract
This article focuses on the development of Russia’s credit brokerage as a specific type of mediation on the financial services market. The role of the subject of mediation between the lending institution and the borrower was recognized at any stage of the development of economic relations and their manifestations - the financial market, and in the last 50 years in the world and 25 years in Russia - the financial services market. In this article we justified the essence of the market, financial market and financial intermediation (taking into account their classification attributes), identified and justified are two basic approaches to determine the nature of the mediation on the financial market - institutional and functional. We carried out an overall assessment of the implementation of «Guidelines for the development of the financial market for the period of 2016-2018 years» and determined the role of credit brokers in the financial services market.

Abstract
In this atricle we substantiate the role of the state financial control (SFC) in the Russian Empire and in today’s Russia. We determine the nature of the Budget Code and consider its rules in the field of external and internal state (municipal) control, which is carried out, including in the sphere of state (municipal) procurement. We discuss some of the INTOSAI standards such as standard - INTOSAI GOV 9100 Guidelines for Internal Control Standards for the Public Sector - Recommendations for Internal Control Standards for the Public Sector - Further information on risk management organization, the basics of which has already been partially applied in Russia in the functioning of the internal mechanism of the modern state (municipal) control. Particular attention is paid to the rules of the internal financial control established by the Government Resolution dated March 17, 2014 № 193 in order to introduce in the sector of public administration of the new model of internal financial control, as well as innova-tions addressed at the legislative level in order to consolidate the already in use, the rules of the internal financial control in the Budget Code of the Russian Federation. We emphasize the need to review the internal financial controls as a tool of financial management in the public finance system.

Abstract
The article Disclosed the approaches to the treatment of the concept of «development», contains the definitions of various authors and interpretations of the terms «development» and «developer» from various dictionaries and encyclopedias. We prove that the understanding of the essence of deve-lopment is possible when we release the developer’s functional among all participants in the construction. Abstract
The article presents trends in the development of a national qualification framework (NQF), which provide the using of its functional elements, such as educational standards of professional education, including the Federal State Educational Standard (FSES), professional standards (PS), career guidance tools, the forecast of labor market needs, professional public accreditation of professional education programs, independent assessment of qualifications and National Qualifications Framework (NQF), which is one of the elements of a new system of regulatory interfacing areas of employment and education and presupposes the creation of an integrated system of professional competence development and qualifications on the basis of the consolidated total interest of the public, employers, students and the education system as a whole. Particular attention is paid to the standardization of educational activities on the basis of professional standards , national standards of RF and the necessity of the need for harmonization of these standards. We reveal the content of the basic professional standards that apply (must be applied) in the provision of educational services. We present and comment the standards of the Federal Law «On Education in the Russian Federation», the labor law (in the context of the innovations of the Act and the Labor Code). We substantiate the necessity of the modernization of labor relations and human resource management tools in educational institutions in order to implement professional standards that will undoubtedly improve the quality of education, especially in vocational education.
