Effective management of land and property complex of the region as a reserve for increasing revenues of municipal budgets

Abstract

Due to the special relevance of a complete solution of problems of increase in financial independence of municipal units to which self-government institutions the Constitution of the Russian Federation guaranteed the right independently to form, approve and execute the local budget, the issues connected with need of gradual decrease in subsidized receipts in budgets of municipal units are discussed. Local governments are recommended to increase the financial independence at the expense of competent management of objects of municipal property and effective work on involvement in a tax turn of the objects of a land and property complex located in the territory of the municipal unit. Reserves of increase in revenues of local budgets are considered on the example of the Amur region.
