About the development strategy of information society and digital economiсs: strategic priorities and national interests of Russia

Abstract

Doctrinal, conceptual and other basics of the Development strategy of information society of the Russian Federation accepted in 2008 (further - Strategy-2008) and considering as basic provisions of the Okinawa charter of global information society, the Declaration of the principles of creation of information society, the Action plan of the Tunisian obligation and other international documents, and the strategic priorities, the national interests of Russia stated in the Doctrine of information security of the Russian Federation and in other strategic documents of the country are covered. Strategy-2008 implementation results, including in the field of achievement of the key performance indicators stated in it concerning participation of Russia in the international ratings in the field of development of information society and entry of the country into number of twenty leading countries of the world are analyzed. Special attention is paid to results of implementation of the Concept of formation in the Russian Federation of the electronic government approved according to Strategy-2008. Contents, priorities and a conceptual framework of the Development strategy of information society in the Russian Federation for 2017-2030 (further - Strategy-2017) which defined the purposes, the tasks, the principles and measures for implementation of domestic and foreign policy of the Russian Federation in scope of ICT aimed at the development of information society, formation of national digital economy, ensuring national interests and realization of strategic priorities are subjected to the analysis. Need among the national interests stated for Strategy-2017 in the field of digital economy special attention is proved to turn on formation of the new markets based on use of ICT, ensuring leadership in these markets due to effective use of knowledge, development of the Russian ecosystem of digital economy and on protection of interests of the Russian citizens, ensuring their employment that development of digital economy did not infringe upon their interests. The legal innovations entered for development of digital economy and contents of the National program «Digital Economy» are considered (including its functionality on implementation of federal projects). Concern regarding assessment of possibilities of financing of the specified program (the term of its action - 2018-2024) generally at the expense of the federal budget not to the detriment of other directions of social and economic development of the country and its regions is stated; the ability of public authorities is called in question (especially the Ministry of Finance, the Ministry of digital economy and communication, the Ministry of Economic Development of the Russian Federation) and Audit Chamber of Russia to provide due efficiency of implementation of the national program «Digital Economy» and its six federal projects.
