Aim and Scope
The editorial board of the journal sees as its main task the publication on the pages of the publication of the results of fundamental and applied research, practical developments of researchers, doctoral students, postgraduates (applicants) and university professors, specialists of economic departments and organizations – both public and private structures. In its choice of publications, the editorial board is guided by the relevance of the problems covered by the authors in the field of economics and management. Priority is given to articles devoted to the formation and functioning of the public administration system, reforming inter-budgetary relations and improving the quality of public and municipal finance management, modernization of the national banking system, development of the financial market, tax legislation, accounting and auditing issues, financial management, modern aspects of economic theory, as well as current research on global and regional economic, financial problems and changes in society caused by special conditions (COVID-19).
The purpose of the publication is informational support of priority scientific research, popularization of progressive scientific ideas, as well as informational assistance to the process of formation of scientific schools and directions.

The procedure for reviewing articles sent to the editorial office of the peer-reviewed publication "Siberian financial school"
The reviewers of the journal use exclusively the procedure of double "blind" peer review ("double blind" peer review policy).
Reviewers carry out a scientific examination of the author's materials, as a result of which their actions should be unbiased, consisting in the implementation of the following principles.
1. A manuscript received for review should be considered as a confidential document that cannot be transferred for review or discussion to persons who do not have the authority to do so from the editorial board.
2. Reviewers are obliged to know that the manuscripts sent to them are the intellectual property of the authors and relate to information that is not subject to disclosure. Violation of confidentiality is possible only in the case of a reviewer's statement about the unreliability or falsification of the materials contained in the article.
3. The review of articles in the journal is anonymous. The author is not informed who specifically reviewed his article. However, at the request of the reviewer and with his written consent, the name of the reviewer may be communicated to the author of the article.
4. Before the publication of the article, reviewers under no circumstances have the right to use in their own research or for other personal purposes the information to which they have gained access during the review process.
5. The reviewer should draw the attention of the editor-in-chief to the substantial or partial similarity of the evaluated manuscript with any other work, as well as to the facts of the absence of references to the provisions, conclusions or arguments previously published in other works. The reviewer should note the relevant published works that are not cited in the article.
6. In cases where the reviewer, with a generally positive opinion, has fundamentally significant comments on the reviewed article, in agreement with the editorial board, they can be published in the form of comments, while the author is given the opportunity to give a public response to the reviewer on the pages of the journal.
7. Reviewers should conduct scientific examination of articles within the time limits set by the editorial board of the journal (no more than two weeks). If it is not possible to perform the review within the specified period, the reviewer must immediately inform the editorial office.
8. When conducting an examination of articles, reviewers should strive for maximum objectivity. The only criterion for evaluating an article is its scientific significance. Decisions based on the reviewer's personal preferences are unacceptable. If there is a conflict of interest between the reviewer and the author in any form, the reviewer must immediately notify the editorial board of the journal and refuse to review.

Regulation on the ethics of scientific publications
The Editorial Board of the scientific journal "Siberian financial school" in its activities is guided by the principles of publication ethics accepted by the international community, reflected in the recommendations of the Committee on Publication Ethics (COPE) – http://publicationethics.org
) and the Code of Ethics of Scientific Publications (www.publicet.org/code), and also follows the norms and rules of ethical behavior of all parties involved in the publication (authors, editor-in-chief, members of the editorial board, leading editors, reviewers, publisher) and undertakes strict supervision of published materials.
In relations with authors and readers, the editorial board welcomes openness, honesty, pluralism, benevolence, sociability, the desire for search and knowledge, generosity and generosity.
The main terms used in this Regulation
Ethics of scientific publications is a system of norms of professional behavior in the relationships between authors, reviewers, editors, publishers and readers in the process of creating, distributing and using scientific publications.
Author (team of authors) – a person or group of persons involved in the creation and publication of the results of scientific research.
The editor–in-chief is the person who heads the editorial office and makes the final decision regarding the production and issue of the journal.
Publisher – a legal or natural person who publishes a scientific publication.
A scientific article is a completed and published author's work, which is an integral part of a periodical.
Plagiarism is the deliberate appropriation of the authorship of someone else's work of science or art, someone else's ideas or inventions. Plagiarism is associated with a violation of copyright and patent laws and as such may entail legal liability.
An editor is a representative of a scientific journal or publishing house who prepares materials for publication, as well as maintains communication with authors and readers of scientific publications.
The Editorial Board is a group of authoritative persons, an advisory body that assists the editor–in-chief in the selection, preparation and evaluation of works for publication.
A reviewer is an expert acting on behalf of a scientific journal or publishing house and conducting a scientific examination of the author's text in order to determine the possibility of its publication.
A manuscript is an author's work submitted to the editorial office for publication, which has not yet been published.
Reader – any person who has read the published materials.
- Principles of professional ethics in the publisher's activities
In its activities, the publisher is responsible for the publication of copyrighted works, which entails the need for it to adhere to the following fundamental principles and procedures.
1.1. To facilitate the fulfillment of ethical duties by the editorial board, the editorial board, reviewers and authors in accordance with these requirements.
1.2. To support the editorial board of the journal in considering claims to the ethical aspects of published materials and to help interact with other journals and/or publishers, if this contributes to the fulfillment of the duties of editors.
1.3. To ensure confidentiality regarding the content of the manuscript received from the authors and any information until its publication.
1.4. Be aware that the journal's activities are not a commercial project and do not have the purpose of making a profit.
1.5. Be always ready to publish corrections, clarifications, refutations and apologies when necessary.
1.6. Provide the editorial board of the journal with the opportunity to exclude publications containing plagiarism or false data.
1.7. The publisher (editor) has the right to reject the manuscript or demand its revision from the author if it is executed in violation of the rules adopted in this journal and agreed with the publisher.
1.8. Post information about financial support for the research, if the author accompanies the article with such information.
1.9. If substantial, grammatical, stylistic and other errors are detected, the editorial board undertakes to take all measures to eliminate them, coordinating with the author the edits made to the article.
1.10. Do not delay the issue of the journal.
1.11. The article, if accepted for publication, is placed in the public domain, copyright is reserved for the author.
- Ethical principles that should guide the author of a scientific article
When submitting an article to the editorial office, authors should adhere to a responsible approach and be aware of personal responsibility for the novelty and reliability of the results of scientific research, which implies compliance with the following principles.
2.1. By submitting an article to the editorial office, the authors thereby confirm that this article is not under consideration in the editorial office of another journal and has not been published earlier.
2.2. The authors are responsible for the content of the article and guarantee that the research results presented in the submitted manuscript are completely original. The results discussed in the article should meet the criterion of reproducibility by other researchers. All data processing methods, as well as the logic of their interpretation, must be absolutely transparent.
2.3. Authors are responsible for voluntary or involuntary plagiarism. The borrowed fragments or statements must be issued with the obligatory indication of their author and primary source. Excessive borrowing, as well as plagiarism in any form, including unformulated quotations, paraphrasing or attribution of rights to the results of other people's research, are unethical and unacceptable.
2.4. The authors are responsible for indicating the sources of financial support for the project, the results of which are described in the article submitted for consideration, as well as for indicating the persons who contributed to the implementation of the study.
2.5. Authors should provide only authentic facts and information in the manuscript; do not use information obtained privately (in correspondence, conversation, discussion with third parties or in the provision of confidential services), without the open written permission of a third party; do not allow fabrication and falsification of data.
2.6. Avoid duplication of publications (in the cover letter, the author must indicate that the work is being published for the first time). If individual elements of the manuscript were previously published, the author is obliged to refer to an earlier work and indicate the difference between the new work and the previous one.
2.7. It is necessary to recognize the contribution of all persons who in one way or another influenced the course of the study, in particular, references should be made in the article to works that were important for the study.
2.8. Authors must comply with ethical standards when criticizing or commenting on third-party research.
2.9. All persons who have made a significant contribution to the research should be listed as co-authors of the article. It is unacceptable to indicate persons who did not participate in the study among the co-authors.
2.10. Authors should respect the work of the editorial board and reviewers and eliminate these shortcomings or explain their position in a reasoned manner.
2.11. Authors should submit and issue the manuscript according to the rules accepted in the journal.
2.12. If the author discovers a significant error or inaccuracy in his own already published article, he is obliged to immediately notify the editor of the journal or publisher and cooperate with the editor on retracting the article or making corrections to it. If the editor or publisher finds out from a third party that the published work contains a significant error and informs the author about it, the latter will be obliged to promptly send corrections or provide proof of the correctness of the data in his article to the editor.
2.13. Cases when the author initiated the publication of his article, already published in his native language or in translation, are subject to special consideration at a meeting of the editorial board, subject to mandatory compliance with ethical principles by all parties involved.
2.14. In accordance with the international ethics of scientific publications, the editorial board recommends that authors observe the degree of self-citation of no more than 20% (in the list of references).
- Responsibility of the editorial board of the journal
In its activities, the editorial board of the journal is responsible for the publication of copyrighted works and therefore adheres to the following fundamental principles.
3.1. The editor-in-chief is responsible for making a decision on publication, being convinced of the reliability of the results obtained by the author and based on their scientific significance. At the same time, he is guided by the editorial policy of the journal, taking into account the current legal requirements regarding copyright, legality, plagiarism and libel. When making a decision on publication, the editor-in-chief confers with other editors and reviewers.
3.2. The editorial Board of the journal accepts for consideration previously unpublished articles that represent an original scientific study or a detailed review on any topic corresponding to the scientific direction of the journal. In case of detection of a previously published work, the results of which, according to the Anti-Plagiarism program, are reproduced by more than 30% in the article under consideration, the editorial board reserves the right to refuse its publication.
3.3. The editors of the journal and members of the editorial board have no right to disclose information about the articles submitted to the editorial office to anyone, except for a narrow circle of persons directly related to the article and the process of its preparation for publication.
3.4. The editors of the journal, in the process of reviewing articles, should get acquainted in detail with the original information contained in them, but they under no circumstances have the right to use it in their own research or for other personal purposes. The use of such information is allowed only after the official publication of the article, provided that it is correctly cited in accordance with generally accepted requirements.
3.5. Under no circumstances should editors impose on authors the citation of articles published in the journal for the sake of artificially improving its scientometric indicators.
3.6. Editors are obliged to ensure the control of the accuracy and correctness of the citation in the article approved for publication.
3.7. Editors should evaluate scientific articles on intellectual content regardless of race, gender, sexual orientation, religious beliefs, ethnic origin, citizenship and political views of the authors.

- Conflict of interest
All interested parties should avoid the occurrence of a conflict of interest in any form at all stages of the process of preparing an article for publication. In the event of such a conflict, the person who first discovered it should immediately inform the editorial office. The same rule applies to any violations of generally accepted ethical norms and regulations.

The editorial board does not charge the authors for the preparation, placement and printing of materials.
Disclosure policy and conflicts of interest
Unpublished data obtained from submitted manuscripts cannot be used in personal research without the written consent of the Author.
Information or ideas obtained during the review and related to possible benefits should be kept confidential and not used for personal gain.
Reviewers should not participate in the review of manuscripts in case of conflicts of interest due to competitive, joint and other interactions and relationships with any of the Authors of companies or other organizations associated with the submitted work.
Borrowing and plagiarism
The Editorial Board of the journal "Siberian financial school", when reviewing an article, can check the material using the Antiplagiat system. In case of detection of numerous borrowings, the editorial board acts in accordance with the COPE rules.
Preprint and Postprint Placement Policy
In the process of submitting an article, the author must confirm that the article has not been published or has not been accepted for publication in another scientific journal. When referring to an article published in the journal "Siberian financial school", the publisher asks you to post a link (the full URL of the material) to the official website of the journal.
Articles previously published by the authors on personal or public websites that are not related to other publishers are allowed to be considered.
