Multi-level goal-setting in the system of state support for industry: transformation of priorities and implementation mechanisms

Abstract
The article explores the target orientation of state support mechanisms for the industry, taking into account the multi-level system of goal-setting (strategic, tactical, and operational levels). The transformation of industrial policy targets in the context of the technological revolution, digitalization, and geopolitical instability is analyzed. A differentiated system of support measures for enterprises of different scales is proposed. A system of performance indicators (KPI) is developed, which includes economic, technological, environmental, and social indicators. The results of the study can be used in the development of industrial policy and the improvement of state support mechanisms.
