В статье анализируется, как реформирование системы высшего образования в России, включая отказ от Болонской модели, влияет на механизмы её финансирования. Авторы рассматривают сочетание подушевого бюджетного финансирования и внебюджетных поступлений, а также роль программ «Приоритет‑2030» и проектов по развитию кампусов в укреплении научно‑технологического потенциала университетов. Исследование выявляет проблемы жёстких базовых нормативов затрат, неравномерного распределения ресурсов между регионами и вузами, рисков коммерциализации и усиления разрыва между ведущими и региональными университетами. На основе анализа формирования государственного задания, расчёта среднегодового контингента и структуры нормативов авторы предлагают усилить финансовую гибкость системы за счёт развития государственно‑частного партнёрства, целевого капитала и цифровых инструментов управления, чтобы повысить качество российского высшего образования для достижения целей технологического лидерства.

The article analyzes how the reform of the higher education system in Russia, including the rejection of the Bologna model, affects the mechanisms of its financing. The authors consider the combination of per capita budget funding and extra-budgetary revenues, as well as the role of the Priority 2030 programs and campus development projects in strengthening the scientific and technological potential of universities. The study identifies the problems of rigid basic cost standards, uneven distribution of resources between regions and universities, and the risks of commercialization and widening the gap between leading and regional universities. Based on the analysis of the formation of the state assignment, the calculation of the average annual enrollment, and the structure of the standards, the authors propose to enhance the financial flexibility of the system through the development of public-private partnerships, targeted capital, and digital management tools in order to improve the quality of Russian higher education and achieve the goals of technological leadership.
